Although Native Americans had constantly frequented the bay of St.Andrew, by landowners 1830 in Georgia and Alabama had started the summer on the shore about the bay a mile west of what was to become, in 1909, Panama City. In fact, until the controversial consolidation of St. Andrew to the west and Millville to the east with the relatively new development of Panama City in 1926, St. Andrew was the principal city in the region that is now known as Condado de the bay, Florida. During incorporation 1909 From Panama City, the area was still part of Washington County, Florida. When Panama City was incorporated, its city limits were 15th Street on the north, Balboa Avenue on West Avenue and Bay Avenue on the east.

Development in this once unincorporated part of Northwest Florida had previous names such as Floriopolis, Park Resort, and Harrison. In 1906, the development was called Panama City and was first incorporated as Panama City in 1909. According to the Panama City History of the Panama City Public Library, George Mortimer West hoped to stimulate real estate development in the Bay County during a period of intense popular interest in the construction of the Panama Canal changing the name of the city of Harrison to Panama City, because a straight line between Chicago and the capital of the Central American country of Panama crossed the city of Florida. Furthermore, since the meanders required around land formations on a sea route to the canal added additional distance when starting at other ports, Panama City was the closest port on the American continent to the entrance of the Panama Canal in the Caribbean.
